Dave McGowan wrote the book Programmed to Kill: the politics of serial murder as well as Anatomy of a School Shooting. The implications of his claims are quite dark, but as an explosion of mass shootings leads to increased calls for gun control its worth looking at the role of the police, the CIA and FBI and the potential that some of these shootings are not exactly what they seem.
