Michigan County Board Spokesman Found with over 43,000 Images/Videos of Child Porn

One of the largest and most disturbing busts of child pornography to date in the state of Michigan, occurred at the hands of a high-profile Macomb County Board of Commissioners spokesperson, Phil Frame, who's also worked for major powerhouse corporations including the Cobo Center and the Detroit International Bridge Co., according to United States Attorneys.

The 63-year-old frame has been under a multiple-year investigation, which inevitably led to him facing Federal Charges in the case due to the sheer volume of sickening child rape and child pornography he was found to be in possession of.

In the federal plea documents that Frame had initially agreed to, he wrote that between the time frames including January of 2013 until September of 2015, “I knowingly received child pornography, visual depictions of sexually explicit conduct through the internet.”

As per the investigation, Frame's condominium in Aberdeen Village, which is a community in Shelby Township, was searched by the U.S. Department of Homeland Security in September of 2015.

At that time Federal Agents Seized various electronics including laptop computers, hard drives, DVDs, and six cell phones with their SD cards.

He would then be arrested again on New Year's Day of 2016, for similar charges, by MACE (Macomb County Sheriff's Office Computer Crimes Unit) of the Macomb County Sheriff's Office, after they received a tip from the National Center for Missing and Exploited Children which had stated an IP address that traced back to frame had been used in downloading numerous files of perverse child pornography known to the organization as to be transferred by pedophiles.

From 2004,until 2009, Phil Frame was in the Macomb County Board of Directors alongside the overwhelmingly Democratic Counsel, prior to<a href="http://www.macombdaily.com/20090722/county-board-cuts-staff-pay"> slashing of jobs that led to his termination </a>as the county was cutting costs, as you can see in the Macomb County pamphlet from 2008 (his final year, flip to pages 13 or 25 dependent upon your device).

During the initial raid upon Phil Frame’s Shelby Township residence, authorities say they found 38,000 images, and over 5,000 videos of children being violently raped, and molested, in the most brutal and disgusting scenes you could imagine, with over 808 hours worth of footage.

“Frame’s collection of child pornography included graphic, disgusting, and horrific depictions of the sexual assault of children,” Assistant U.S. Attorney Mitra Jafary-Hariri wrote in a court filing, according to the<a href="http://www.detroitnews.com/story/news/local/macomb-county/2017/12/11/phil-frame-child-porn-sentence/108512182/"> Detroit Free Press</a>. “In one image, a child was photographed bound and gagged while being sexually abused, depicting an extremely scary and traumatizing moment.”

Frame would of course bond out of custody during this time, and as Federal Cases sometimes take several years for a trial, he would remain free in the streets yet again.

This greatly angered many locals, including Macomb County Sheriff Anthony Wickersham, who said that they were fortunate to have their Crimes Against Children Task Force acquired an additional search warrant to revisit the premises.

During the second raid upon his home, the Sheriff was proven correct as authorities<a href="http://www.detroitnews.com/story/news/local/macomb-county/2016/01/04/ex-macomb-boad-spokesman-child-porn-charges/78272900/"> not only would find even more child porn, but marijuana </a>as well, which they also charged him for just to bring the case before local courts and try to keep him behind bars with five local counts counts of possession of child sexually abusive material, one count of using a computer to commit crime and a misdemeanor charge for possessing marijuana.

“They confiscated some things, but I don’t know the status of that investigation,” Wickersham said. “Obviously, that initial visit in September wasn’t enough to deter him from continuing the illegal activity.”

“If someone comes to your house and does a search warrant, and there’s a possibility of criminal charges, you would think that behavior would stop,” Wickersham said. “Obviously, he didn’t think anything was going to happen to him, because he continued doing it.”

In the local state-based case against him, Phil Frame pleaded guilty to more than 70 total charges, including that of possession of child sexually abusive material, and will be sentenced for those crimes on December 18th in a Macomb County Circuit Court.

This week, on Tuesday, Phil Frame was sentenced to 121 months in a Federal Prison, and ordered to serve five years’ supervision after his release.

He also was ordered to reimburse a minimum of $5,000 to the fund for victims of sex trafficking, and pay $32,000 to four victims who were identified in Frame’s porn collection by the National Center for Missing and Exploited Children.

Frame was immediately placed in handcuffs after the sentencing handed down by U.S. District Judge John Corbett O’Meara, and thankfully he will no longer be free to terrorize children.
