The French justice system introduced a classification called the ‘Fiche S’ (the ‘S’ standing for Sûreté de l’État’ or ‘State Security’) in the 1970s to assign to individuals that could pose a ‘threat to the Fifth Republic’ (the official French name of the current government form).
It is said some 5,000 individuals living on French soil, mostly radical extremists, are currently on the list.

Scandal is now brewing in France as it becomes apparent that the deceased ISIS attacker (Mr. Radouane Lakdim, 25 years old) of last week’s supermarket hostage murders was on the list, as well as his 18-year-old girlfriend (who had converted to Islam two years ago) who has since then also been arrested.

The young girl shouted ‘Allahu Akbar’ upon her arrest and it is becoming apparent she was via social media in contact with many other youths in the area. Two more teenagers have been taken into custody since to see whether they had a role in preparing the attack and providing Mr. Lakdim with weapons.
France’s national prosecutor, Mr. François Mollins, said in a televised press conference that Mr. Lakdim, who was born in Morocco but arrived in France as a baby and was given French nationality aged 12, had been on a watchlist of possible extremists as he had plans to travel to Syria in 2016.

Furthermore, he was still under surveillance this month but there had been no signs he would commit an attack. The report on him was reportedly updated three weeks ago showing no further risk.
