A 20-year-old black male driver of a Ford C Max was filmed in the early hours of Sunday morning ramming his car repeatedly into a crowd of people outside a nightclub venue in the city of Newport. The incident took place at around 5.30am local time.
The car was later torched some two miles further down the road and a local 18-year-old teenager was arrested on suspicion of ploughing down the four pedestrians but police are unsure at this point whether they have the correct man and stated that the investigation is continuing.

Police Superintendant Glyn Fernquest said: "This is a shocking incident for everyone involved."

"Specialist officers are currently investigating and are appealing for information in relation to identifying the driver of this vehicle. I'd like to just reassure the public that this incident is not believed to be terror related and has no links to the Newport marathon that is taking place."
Mr Iftekhar Haris, manager of nightclub The Courtyard where the incident took place, said: “This is a very busy road on a Saturday evening and basically this road here is a road that is closed during the day but for some strange reason it's open during the evening when it should be closed. It's absolutely crazy.”
“Initially it would have just been a person trying to get through … but what happened is he actually hit a person and then it turned into almost like a mob who went after the vehicle and the driver of the vehicle.”
