Mike Lee of Utah and Jerry Moran of Kansas have joined the likes of Rand Paul from Kentucky and Susan Collins of Maine. It is unclear exactly what problems they have with the proposed bill or what their motivations are. What is very clear is that they are not acting with the support of their constituents.
