The Immigration and Customs Enforcement (ICE) agency have announced the arrest of a Mexican male in Texas who through the Homeland Security Investigations (HSI) division was found to be in possession of 850 disturbing videos and images of child pornography.
United States Attorney Ryan K. Patrick, of the Southern District of Texas, said that the Corpus Christi Police Department’s Internet Crimes Against Children Task Force in cooperation with the National Center for Missing and Exploited Children tipped off ICE’s HSI in Houston about 64-Year-Old Manuel Diaz after he entered a pharmacy with a flash drive and attempted to print numerous images of child pornography from their photo booth.
According to the Texas Department of Safety, Manuel Diaz has a prior conviction in the United States of America and is currently supposed to be registered as a sex offender due to the previous crimes against children.
ICE says that after receiving information about Diaz, they worked with the Corpus Christi Police Department’s ICAC to monitor transmissions made to Diaz, and their forensics unit later discovered 850 images and videos of prepubescent children either naked or being sexually abused on the flash drive.
United States Magistrate Judge B. Janice Ellington ordered Thursday that 64-year-old Manuel Diaz is held in custody pending trial.
Diaz faces a minimum of 10 years and up to 20 years in federal prison, and a possible $250,000 maximum fine.
In total, there were 100 videos showing prepubescent children being sexually assaulted and over 750 still images of child pornography on the flash drive Diaz was caught with, as reported by South Texas<a href="https://www.kiiitv.com/article/news/local/corpus-christi-sex-offender-detained-on-child-pornography-charge/503-551035764"> ABC affiliate KIIITV</a>.

As part of “Operation Predator,” HSI participates on all 61 Internet Crimes Against Children (ICAC) Task Forces across the United States, which are led by state and local law enforcement agencies.
With 200 U.S. offices and more than 70 offices overseas, HSI has the ability to follow a case – to rescue a victim or arrest a predator – wherever in the world it may lead.

<blockquote>”Since the launch of Operation Predator in 2003, HSI has arrested more than 16,000 individuals for crimes against children, including the production and distribution of online child pornography, traveling overseas for sex with minors, and sex trafficking of children. In the fiscal year 2016, more than 2,600 child predators were arrested by HSI special agents under this initiative and more than 800 victims identified or rescued.</blockquote>

ICE encourages the public to report any suspected child predators as well as any suspicious activity through its toll-free hotline at 1-866-DHS-2ICE; TTY for hearing impaired: 802-872-6196. This hotline is staffed around-the-clock by investigators.
Suspected child sexual exploitation or missing children may also be reported to the National Center for Missing and Exploited Children, an Operation Predator partner, at 1-800-843-5678.
Several laws increase the probability that sexual predators who harm children will suffer severe consequences, including the Mann Act, the 1994 Child Sexual Abuse Prevention Act, the 2003 Protect Act and the 2006 Adam Walsh Child Protection and Safety Act.
Federal law bars all US residents from engaging in sexual or pornographic activities anywhere in the world with a child under 18.
ICE works with law enforcement agencies and advocacy groups around the globe to investigate crimes of this nature. Those convicted in the United States face significant penalties:
<i>Up to 30 years in prison for possession, manufacture, distribution of child pornography.</i>
<i>Up to 30 years in prison for traveling child sex offender, facilitator of sex with children, or a participant in these crimes.</i>
<i>Up to a life sentence for sex trafficking children for prostitution.</i>
