A young girl whose mangled body was found in the West Park, near Wolverhampton, UK, was named as Vicktorija Sokolova. The 14-year-old, known as Tori to her friends, seems to have died from a blunt force trauma to the head.
In a stunning development today, police arrested two boys, aged 16 and 17, on suspicion of her disappearance and murder. Due to their young age, they cannot be named for legal reasons.
A childhood friend of the girl, Miss Bethany Zielinskj said Tori was a "beautiful young girl" who "will be missed by so many people".

Their names are protected by law, but they could tell us their Nationality. No law against that !!
While they indeed cannot release their names by law, the fact that no mention of their race is being made (or even nationality) makes it pretty clear to me that they're most definitively not white.
