University of Texas Child Porn Professor is a Chinese Spy under FBI Espionage Investigation

There's stunning news to report coming out of Washington, DC; where U.S. Rep. Michael McCaul, R-10th District announced that Dr. Keping Xie, facing Child Pornography charges, is also under investigation for Espionage.

55-year-old Dr. Keping Xie was a leading biological researcher and gastroenterology Professor at Houston's University of Texas via the world-renowned MD Anderson Cancer Center, prior to his recent arrest.

Dr. Xie resigned as a gastroenterology Professor at the University's MD Anderson Cancer Center back in April, prior to his arrest for the Possession of Child Pornographic materials.

The Federal Bureau of Investigation began investigating a suspected effort to launder biological and cancer research. That research was stolen from the University of Texas facilities and given to the Chinese government.

The case led to a tip about a securities and travel fraud operation involving Chinese Nationals, where local, state, and federal law enforcement agencies worked in unison for months.

There is an enormous belief from intelligence community investigators, and within closed-door Committee hearings in Congress, that China has attempted to infiltrate and potentially steal much of America's scientific research.

<a href="https://thegoldwater.com/news/14248-NAACP-Defends-Pedophile-Chinese-National-in-Pennsylvania-After-Caught-with-Child-Rape-Videos">The Goldwater reported </a>on the arrest of a Chinese pedophile in Pennsylvania, in December of 2018, which was connected to similar Espionage charges against the Chinese government.

The suspect, in that case, was also a Chinese National. The pedophile, a Chinese Engineer named Weiwu Zhao, seemingly had powerful, albeit strange allies.

The National Association for the Advancement of Colored People (NAACP) testified on behalf of Zhao, shocking the community. Support from the NAACP, despite Zhao being caught red-handed by investigators with Possession of Child Pornography, that was described by prosecutors as “some of the most disturbing videos ever witnessed” by the Northampton County Courts.

In August,<a href="https://thegoldwater.com/news/33472-Strange-Chinese-Messages-Hit-National-Weather-Service-s-Intercom-Phones"> The Goldwater reported </a>that the National Weather Service began to see strange Chinese codes within their servers, and via the intercom and phone system.

At the end of September, the<a href="https://thegoldwater.com/news/12809-DOJ-Unseals-Indictments-against-Chinese-Hackers-at-Cybersecurity-Firms-for-Theft-of-Trade-Secrets"> Department of Justice unsealed Indictments against Chinese cybersecurity forms for Theft of Trade Secrets, </a>marking a major federal charge that alleges the Chinese government’s coordination.

In that case, Wu Yingzhuo, Dong Hao, and Xia Lei; all of whom are Chinese nationals and residents of China, were indicted.

Finally, the University of Texas at Houston Police opened their own investigation into Dr. Xie for "Tampering with a Government Record” back in January, according to NBC News.

At some point in March, their investigations led to a search warrant being executed on electronic devices and work-related equipment that Dr. Keping Xie and others had been using, according to<a href="https://www.dailymail.co.uk/news/article-6257163/Professor-spied-China-working-Texas-cancer-hospital-charged-child-pornography.html"> Daily Mail</a>.

Authorities seized nearly 88 computers, laptops, tablets, and similar electronic devices as part of that search. Upon further analysis of the data stored on those devices, child pornography was also found.

Xie and 4,180 experts were recruited by the Chinese Government, to return to the mainland of China and provide their expertise in what is called the “Thousand Talents Plan,” according to a<a href="http://www.1000plan.org/qrjh/article/58872"> report published </a>on the program’s website.

As part of those data recovery efforts, which spanned a whopping 40 terabytes of data, the child pornography was found when searching Dr. Keping Xie’s work-issued computers.

At the time, he had resigned from the University of Texas, as he was facing allegations of travel fraud, according to Vicki King, Assistant Chief of Police at the University of Texas Police at Houston.

Xie was then arrested on the child porn charges and is currently out on bail awaiting his appearance before the 208th Criminal District Court of Harris County later this year.

Now, we've been told Xie participated on a Chinese government science recruiting program called "Thousand Talents," that the intelligence community has since claimed is linked to espionage.

We know that these provocations have occurred against the United States of America for years, but<a href="https://thegoldwater.com/news/34877-President-Trump-Fires-Long-Range-Tariffs-on-279-Chinese-Products-to-Put-America-First"> only under the Trump Administration </a>have we seen a valiant effort to crush the foreign threat.

With President Trump's government fighting back against China's<a href="https://thegoldwater.com/news/37524-Communist-China-s-State-TV-Fake-News-From-Space-Reveals-a-Weakened-Dragon"> manipulation efforts</a>, we've seen countless infiltration of our civilization.

In August, President Trump reported that a <a href="https://thegoldwater.com/news/35633-Chinese-Firm-Hacked-Clinton-Private-Email-Server"> Chinese Firm hacked Hillary Clinton's email </a>servers.

Back in May, the <a href="https://thegoldwater.com/news/25073-Pentagon-Chinese-Fired-Lasers-At-U-S-Pilots"> Pentagon alleged than China fired lasers at US pilots </a>in which injuries were reported.

Just yesterday,<a href="http://thegoldwater.com/news/38993-Supermicro-Hardware-Was-Hacked-in-Chinese-Supply-Chain-Attack"> Supermicro Hardware was hacked in Chinese “Supply Chain Attack,” </a>The Goldwater reported.

The games have only begun at this point, some say, with threats like that of Dr. Keping Xie believed to have infiltrated every aspect of American society.

Two of the hard drives confiscated from Xi were labeled "Tiger and Dragon 1" and "Tiger and Dragon 2,” according to Dr. Keping Xie’s attorney, Nathan Mays.

Xie is currently only charged with a single state count of possession of child pornography, but the FBI investigation could lead to worsening relations between the US and China, with federal charges of Espionage.

Dr. Keping Xie has already resigned from his $250,000-a-year job and surrendered his passport, but yes no doubt being kept safe as China would love to eliminate any trace of their plans.

Nathan Mays says that Xie “vehemently denies the child pornography charges,” and that he “expects his client to be vindicated at trial,” which makes it possible that he's made a cooperative deal with the Department of Justice.

MD Anderson Cancer Center would only confirm Xie's departure from the facility by resignation, and the involvement of the University police in the child pornography investigation.

FBI Houston Field Office spokeswoman Christina Garza said her office does not confirm or deny investigations.

U.S. officials who have been briefed on Chinese efforts to conduct economic espionage say that Houston's research into scientific matters, as well as their oil and gas industries, are of increasing interests for Chinese spies.

In August, the FBI Houston Field Office held an unprecedented press conference with leaders from Houston's medical, science, and academic institutions, alerting the region to the threat.

<b>Economic Espionage</b>

<i>Economic espionage is a problem that costs the American economy hundreds of billions of dollars per year and puts our national security at risk. While it is not a new threat, it is a growing one, and the theft attempts by foreign competitors and adversaries are becoming more brazen and varied. The FBI estimates that hundreds of billions of U.S. dollars are lost to foreign competitors every year. These foreign competitors deliberately target economic intelligence in advanced technologies and flourishing U.S. industries.</i>

<b>What is Economic Espionage?</b>

According to the Economic Espionage Act (Title 18 U.S.C. §1831), economic espionage is (1) whoever knowingly performs targeting or acquisition of trade secrets to (2) knowingly benefit any foreign government, foreign instrumentality, or foreign agent. In contrast, the theft of trade secrets (Title 18 U.S.C. Section 1832) is (1) whoever knowingly misappropriates trade secrets to (2) benefits anyone other than the owner.

Historically, economic espionage has targeted defense-related and high-tech industries. But recent FBI cases have shown that no industry, large or small, is immune to the threat. Any company with a proprietary product, process, or idea can be a target; any unprotected trade secret is vulnerable to theft by those who wish to illegally obtain innovations to increase their market share at a victim company’s expense.

Representative Michael McCaul (R-TX), who is also the chair of the House Committee on Homeland Security, confirmed the federal investigation into Dr. Keping Xie saying, “I got briefed on this investigation several months ago.”

McCaul provided more details and the scope of the allegations, saying, “This is a systematic effort by the Chinese government to get into our medical facilities, our research development facilities, academics

Representative McCaul added that $600 billion of intellectual property is stolen from the United States annually.

“The foreign counterintelligence agents are very concerned about the Chinese threat in the United States, stealing this intellectual property but mostly the threat to our academic and research institutions,” Representative McCaul said.
