A violent attack that took place in March in Des Plaines, Illinois left a man with brain damage and his penis dismembered. The attacker, 28-year-old Justin Foster, of Tallahassee, flew to Des Plaines and went to his ex-girlfriend's house to find her new boyfriend. When Foster found him, he struck him over the head with a tire iron and then carved his initials in the man's leg before cutting off his penis and throwing it over a nearby fence.

Originally, Foster was jailed on no bond but earlier this month, a Cook County judge set bond for Foster at $1 million. He has been held in the Cook County jail since September on an attempted murder charge. The decision by Judge Anjana Hansen means Foster could bail out if he can come up with the $1 million bonds while he awaits trial.

Investigators say Foster flew from Atlanta to Chicago’s O’Hare International Airport where he rented a car. He then drove the rental car to Des Plaines with the plant to confront his ex's new boyfriend, a 26-year-old man. After assaulting the victim with the tire iron, mutilating him, and dismembering his organ and throwing it over the fence, Foster then dragged the badly injured 26-year-old behind a parked car to conceal him and then flew back to Atlanta.
Amazingly, the 26-year-old victim survived the attack although he has suffered permanent brain damage as a result of the tire iron beating. Police arrested Foster in Tallahassee on August 27, he was then extradited to Cook County on September 20 where he is facing an attempted murder charge. A defense attorney for Foster named Jack Friedlander petitioned the judge for a monetary bond and requested the bond be set at $250,000. Judge Hansen declined that figure but ultimately agreed to a higher bond of $1 million.

Assistant State’s Attorney Luis Muniz said, "We're talking about a very heinous crime here. A monetary bond is not appropriate." Muniz further argued that Foster knows the identity and location of the victim making him a threat to him and the community if Foster decided to try to finish the job.

Judge Hansen told Foster that he could have no contact with the alleged victim or leave the county if he were to bond out. In order to bail out, Foster would have to post 10 percent of $1 million, or $100,000. Foster's defense attorney Friedlander argued that the case against his client is circumstantial and there is no physical evidence linking him to the crime. He also suggested that the victim may not even be able to identify Foster as the perpetrator of the attack.
Police say the victim wasn't discovered until a passer-by saw him bleeding out and called authorities who responded and took him to Advocate Lutheran General Hospital in Park Ridge. The victim was later transferred to Northwestern Memorial Hospital in Chicago while he fights against life-threatening injuries.
