A man whose physical description was crystal clear to law enforcement and media just minutes after plowing an SUV through a parade was not issued a BOLO. Let's call a spade a spade. It is because he's black. And no, we're not calling black people spades. It is an obligation for the media and law enforcement to notify the public of imminent danger.... like ANYONE plowing down any citizen in sight with their SUV.
